Short update:
Normally I didn't want to upgrade my rig, just to play Rivals smoothly. But yesterday, Santa Claus visited me. After several beers, he left me some hardware. Now my configuration looks like this:
AMD FX6300 Vishera 3.5 GHz (formerly AMD Athlon II X3 450)
8 GB RAM DDR3
AMD Radeon HD 6870 with 1 GB
ASRock 970 Pro3 R2.0 (formerly ASRock 770 Extreme3)
Windows 8.1 64 Professional
I also dismounted my Soundblaster and a TV-Card (which I didn't mention in my first posting). Software changes: I didn't install the actual driver for my graphics board and use the driver Windows installs by itself.
The effect:
At a resolution of 1360x768 and highest settings (everything set to "on", "ultra" and HBAO), the game runs continously at 30 - 28 FPS. But I experience drops to 21 - 22 FPS at all the points shown on chaz0r's pictures. Sound now remains smooth and without stuttering in all areas. At weekend, I will do a test by overclocking the CPU to 3.8 - 4.1 GHz.
If it's really a performance issue regarding the CPU, then EA forces players to upgrade their computers, even if they could handle Most Wanted 2012 on high settings, just to play Rivals without serious lags at poor 30 FPS. I think, this can't be the way!
When I play the game on the lowest settings, it is playable for 2 minutes then the FPS begin to drop and the game gets slower and slower. On normal settings, the game gets slow when I start driving. Menus are getting laggy too. I don't think it's my computer, as it runs NFS MW 2012, FIFA 14 and other recent games smoothly on medium/high settings. I bought the game on Origin 2 days ago and it has always been that slow. Hoping EA will release a patch quickly.

That is if EA will release a fix for this game.
It pains me so much that here is NFS Rivals, A freaking epic game, the concept and all is amazing!! The technical aspect of the game.....it sucks!! I can't even play this game on my laptop, its unbearable!!
Im considering getting rid of all my EA games...
Has Ghost Games not released any official statement about the PC version bugs and all?

Nope...no statement..not from Ghost, not from EA.
As I said before: It looks like we are not even worth a fart...
But there has to be a fix...at least the timer can't run an normal speed while the game slows down at framerate drops or is fast as hell if you use the 60fps command... - ShearersHedge12 years agoRising Adventurer
I meet the recommended system requirments, and even on all low settings, certain towns will drop my fps to 20-25, which of course slows the actual game down and makes it very hard to drive.
This most definitely a bug that needs to be fixed! We've already given you the money, now its time to give us what you advertised and properly optimize the game.
