The method in the suggested answer is one I've already double-checked and tried dozens of times.

If there is no fundamental solution, is it impossible to refund the amount of DLC that does not apply?

    If you are looking for refund options you will want to reach out to Steam/Valve support as our support is unable to assist with refunds for purchases on other platforms.
