Error: "You dont have access"

I just bought NFS Rivals off of Steam to play it before the servers get shut down, and upon downloading and opening the game through Steam, I'm met with this message: "You don't have access, this title may have been downloaded to your device by another user who owns the game. Log in to a different account or restart the app to try again."

The game does not show up in my EA app library either. I have tried: reinstalling the game, closing and opening both Steam and EA, logging in and out of Steam and EA, double checking that Steam and EA are linked, verifying game files thru Steam, clearing EA app cache, manually moving game files to the EA games folder, restarting my PC and praying yet nothing works.

I have previously completed Need for Speed Hot Pursuit on the same Steam and EA accounts with no issues. So I ask for an timely solution to this predicament before my refund window shuts down.
