I have the same problem, except my image in chapter 15 is blurred, just like nothing was unlocked. The car is in the garage, but I can’t access the races in Chapter 15… The same message than yours appears, that I have to finish ‘special event’ to access…
I already finish the event and the race is locked. I send pictures with all evidence at support from in-game and I wait for an answer.

The problem is plain simple: the tournament was completed, the car is in the garage, UNLOCK THE RACES!!
EA is known for absurd delays in their responses…
Last chat with the teams of NFS No Limits tells me this issue will be solved in the next update. Maybe in one week will appear. We need patience.
