Re-install origin and try the repair install just pres your game icon and press repair install all so in game keep clicking switch to racer button all so try to exit the garage and go back in and try again try to use another car and then try the switch if non works then

Try changing the current speed list you have active and complete that one, go back to the HQ. Will it let you switch after that?

Okey, try this - first, make a backup of your current progress on a usb drive. Next, delete your save file, start a new game and once you're finished with the two tutorials, see if you can change faction. If that works, exit the game and reload your previously saved progress.
i have the same issue, the fix that it worked for me is: delete the game of the ps4 (not the save game) and reinstall the game (i have the digital copy) and it worked till i reinstaled the DLC's that i have bought and the bug that you can't change factions came up again, so the solution that i found is play the game without DLC.
if you don't have DLC just reinstall the game after you delete the application of your ps4.
