This is the only report of this I've seen so far. I'll wait for another to come in to see if they can get a video.

It's happening on any TV surprised no one else is reporting this issue since it's been a problem for years now

It's not a TV issue I've played it on 3 different TVs all same problem it's unplayable sometimes.

We'll keep an eye out for other reports. It's something we don't hear about often. personally, both my TVs are sufficiently bright. It's definitely not unplayable. If you have a video, feel free to pass it on.
Have you run the calibration test on your console and/or tried adjusting TV settings to make it brighter?

I disabled tone mapping in settings and the problem went away. Why would tone mapping be causing this problem?

Unfortunately, I don't know. I just don't know much about the individual HDR settings and what they all do. Tone mapping has to do with adjusting the bright and dark areas of a picture dynamically.
