If you are only getting Div 6 players, it means that's all who's available at that time. There are going to be more players in lower divisions than in Div 2 so they will come up more frequently.

This is not the case with any of my friends online playing at the exact same time as me (prime time) in the same division as me.

Where are you located? If you happen to be in a more remote location, you're going to have a smaller pool of players available.
