3’s: players can be interfered with multiple times during delayed penalties

This has been an issue since the inception of 3’s, 7 years of this. You can hit players without the puck as many times as you want during a delayed penalty, draining them of endurance and potentially even injuring them, while only receiving a single penalty shot against as punishment. There should either be a penalty shot for each should-be interference infraction, or add an actual powerplay function for these situations. If players knew they would have to sit for 2+ minutes every time they griefed like this, leading to extended 5 on 3 powerplays, it would diminish these situations from happening and improve the toxicity level in this community.
