Franchise mode

So every time I play franchise mode im having salary cap problems so when its a free agents and say i have 10 million in cap it will only let me offer 5 million and say I sign a player for 3 million and now have 7 million in cap I again only can spend half so 3.5 million please fix this but if im resigning a player in the view contracts it will let me spend the full amount of the cap so its only in free agents
