Sims 4: Windows not prompting for permission

My boyfriend built me a new PC and I'm trying to download the Sims 4 onto it. I keep getting this error message when I'm supposed to be getting a Windows prompt for permission to download: Sims 4: "...

    @lgbmc1  Hit Windows key-R and enter "services.msc" without quotes.  Scroll through the list to Origin Client Service and Origin Web Helper Service, and for each one, double-click, choose "Disabled" under Startup type, and click Apply to save the changes.  Then try to download again.  You might need to restart your computer for it to work.
