Can't connect to Spore (Steam) servers

Hello i bought spore recently (on 4th february) on steam for sale, when i open spore i can register or login the account, but it doesnt connect nor login, i have purchase recepit ready to show.
also if you are gonna lead me to EU help page, it wont work because i tried opening cases, and it doesnt submit the case when i check "My cases", cuz it will just show "you have no cases".
