Nope thats not correct.
EA supports games purchased directly through their client. If Spore has been purchased through Steam and you have problems, you need to contact the seller. The Spore version of Steam must first be redeem with Origin, so that the game is manually linked into your account
If you bought through Origin, is the game already linked to your account.
