Spore Mod Support

Hello ,I'm here to ask you a question.

I bought 2x Copies of Spore,1 copy of Spore GA and 1 copy of spore C&C on Steam(One copy of spore is cd)
My question is,I want to add mods like Play as an Epic,Dark Injections,ForgottenSpore,but I'm afraid if is legal,I live in Germany,Is it legal to add mods to spore?I bought the game for mods + gameplay,please help me.
