There are a few ways to recover the PVZ2 progress, the easiest and the quickest is by email registration (provided this has been done on the account before) to the more complicated way is by providing your original player ID to the Help Center's advisor bu oppening a new case of 'Missing Content'.
Question:
1. Has the PVZ2 account been register with a valid email address (and received a reward of gems) before?
2. Do you know the original player ID?
3. has the game been installed on another device? if so is that device still accessible?
On the other device (the one still have your original ID and progress), turn off WiFi and internet data, start the PVZ2 App, enter the game, go to the world level mode so your can double check your game saved progress (gems. coins, plants etc...).
Once this is checked to be ok, enable WiFi and internet data, watch an ads for coins or gems so your current amount is increased.
Click the back arrow (on the top left corner)
to exit back to the main menu where you can see a cloud buttoon the bottom left.
Click the cloud button and this opens a Register Account message box, at the bottom left corner of this box, click the Force Sync PlayerData button so the new progress on your device is sync to the server.
Now going back to the device where the PVZ2 game was reset with no progress. Delete the game and then re-install. The game will load up as a new player so you have to enter your age again (Note email registeration only available for adults). Go through the email registration and you should received a code to verify you are the owner of the account. Once this is confirmed you will see an ID conflict screen and have an option to chose to recover your old account.
Warning. IF you do decide to chose to restart with a new account at this age, you old account will be overwritten.

It seems strange that two devices are not syncing up correctly to the server to provide the account recovery. Just to have a better understanding of your issue, may I ask what devices you are using?
1. The current device which shows no previous data.
2. The old device which stiil you have registered your email and got your original player ID from?
