Character Balancing & TTK Update

It’s 3 to 2 seconds; only a 1 second change (all due respect).

...but to answer your question, 33% more damage (or 33% quicker TTK) will feel like a MAJOR change./drop.

I predict the change will feel so drastic, many people will dislike it (at first) and many people will love it.
