I don't think so, I think the surprises will be related to content already in the game. A reasonable surprise would be having IA in Private Ops for example, that's how much I think they will add.

Ops 3 was going to have a whole new currency, so there isn't any point in adding a new currency when you're closing business. Also, it would introduce a lot of balancing and bug fixing needs. At most, they could add some features, but not a whole new character like Iceberg lettuce again would require balancing, patches etc

@WaterThornzI dont think so, they're going to focus on upgrades because over half of them are worthless (why would you ever pick speedy over rapid fire) or don't even work properly and trying to add something big for a last update would just break the game farther. This update is just gonna a final nail that will seal the coffin for this game that will finally confirm its dead.

In the comment section of one of those two tweets, someone asked him what was "presentation upgrade" referring to, he replied saying "changes to UI"

I like the sounds of the upgrades. I wonder what will be changed? I’m hoping that there will be some good changes. Maybe some additions? Although, I will not get too hyped because there is a chance that this will get screwed over or not work out or something. I guess we will see tomorrow or whenever the update comes out!

As @DonPanTriste said, he replied that the "presentation upgrades" are just UI changes, which is pretty disappointing, in my opinion. I mean there isn't much the team could have done in one month, but still.

I am actually quite surprised they are making changes to the Upgrades.

I hope they somehow will release all of the finished customizations that are in the files. Most of them were apparently planned for the next 2 prize maps. There are also a lot of Cactus recolors which I would like to see.

As for the surprises that bring a mix-up:

I think they could be reintroducing mixed modes with Gnome Tag included.

They have finished the gnome tag character months ago and I think they could be including a Team Vanquish mode with just those characters.

Maybe they will also include the Minion Swarm Character-only modes.

I honestly don't think these surprises will be big.

Even a currency conversion system seems unlikely to me, although everybody has been asking for it since the beginning.

All I wanted was Iceburg Lettuce. The character would even fit his description of the update being "about the Upgrades". Iceburg Lettuce would have had so many cool upgrades.

I think it is also quite sad that we haven't gotten the promised further statements yet. It seem like the next and last official communication we'll receive will be the patch notes. I also wonder why they said the announcement could change, when EA clearly had no intentions of approving further development. And then they even sent out surveys to a few select players without a reason. Sigh.

I wanted Ops Phase 3, but looks like it's not going ti  happen.
