As a temporary work around - switching the child account with an account that does not have the child restrictions will fix your issue, or turning off the child restrictions on your child account will resolve your issue.
The child's account has no restrictions on it from the xbox side but can't figure how to change any origin settings at the moment. Thinking the simplest way is going to be creating a new gamertag.
Finally I've sorted it. Even though the Xbox had no restrictions set on the childs gamertag, when I logged into my Microsoft account on my PC and checked the family settings, my childs account had the option to block online multiplayer selected, removed that and now it all works.
