Options to select multiple regions or set your max latency to reduce queue times

Title is pretty self-explanatory. 
This would be a small but very important QoL addition to reduce potential wait times for each online mode.

I know that this game (or for that fact GW1 and BFN) is not being supported anymore which is why this QoL change would get that much more important as time goes on... unless there is a revival planned which I think is rather unlikely but eh, wishful thinking never hurt nobody lol.
