According to your DxDiag, you have your display connected to the Intel chip's video port, NOT to the GPU's output port.

So your saying that i have to go to a computer store and tell then to use the GPU instead of the intel chip?

@FirePhoenixBro - if you're using a desktop instead of a laptop then it's possible that the graphics card just isn't connected properly inside the case if you're sure you have a dedicated one.
Whether or not you're happy to look into this further yourself would be up to you, otherwise someone at a computer shop should be able to fix the problem very quickly. As @Gorath_the_Elder says, the DXDiag is only showing an intel chip for graphics which isn't powerful enough to run the game which is why you're having the issue. If you do have a dedicated GPU then you need to make sure your computer knows it's there.

I said no such thing. The back of a desktop or tower type stationary PC has multiple ports for connections to accessories. If you hired someone to come to your location where you have that computer sitting, to hook it up, you either hired a clown, or else someone else has been moving cables around on the back side since the original setup.
Here is an image, neatly labelled, although there is no IGP video port near the top -- next to the printer port, below the serial port. The video card illustrated has a standard VGA port and also a DVI port, similar to a majority of Geforces.

Did you manage to correct your problem, finally? If the two illustrations already attached didn't help, there are a great many more images to follow for guidance, in tutorials about setting up desktop PCs that are everywhere on the internet, in every known printed language.
Here's one with pictures, in English: http://www.pcadvisor.co.uk/how-to/desktop-pc/how-set-up-new-pc-3446210/
This is one of those images:
