I can't help with the quests, I don't bother checking anything but coins quests now that I finished Infinity Time.
For Doctor Toxic just keep buying phenomenal packs its probably just bad luck you don't have him already. But, with Toxic Brainz you sadly won't be able to acquire him though phenomenal packs. He is a legendary character obtained through base packs (that is the 35k packs) It is technically possible to obtain him in cheaper packs (except the reinforcements pack) however, Popcap insists that the best odds are in the 35k packs.
The bad news is getting a legendary sticker seems to be around 1 in 1 million coins. And with something like 35-40 possible legendary stickers in the 35k packs, it may be awhile before you acquire the Toxic Brainz :/ Sorry, just don't want to get your hopes up I've spent 30 Million on 35k packs and still don't have him. (For your sake I hope I'm just very unlucky.)

actually being specific, there are only 8 legendary character stickers in the 35,000 pack, and 4 in the frontline fighters pack, but since this person wants toxic brains lets focus on the 35,000 one.
you just need to keep trying, there is a bonus to all this though, you can get some sweet loot.

But there is also something around 30 hats from what I am told. Since legendary stickers are all pulled from the same place (or at least that is where I get the 1 in 1 million figure) it means you are fighting odds of getting a legendary and then the odds of getting the one you want. (The two pieces out of all legendary stickers.) I wish it were as simple as one of 8 pieces, I would have had them all by now.
