Thanks for the reply but that article is very vanilla. It generically states you can access online content when linking with a parental account. What is described in that article is what happens during a successful setup. Which matches the experience I had with my first son's account. It does not address problem I am describing.

I emailed EA supports weeks ago and I never received a response. Perhaps there is a lootbox I can buy to unlock the account.

    So, it turns out you have to use Origin on a PC to create a child account for each child. Then link that account to each child's platform account. It's an inane way of handling this, considering a parent is required to allow access in the first place, but that's what fixed this for me.
