fwiw, I'm having this issue too.

I went all the way up the chain with EA (case did nothing) and complained to BBB and got someone "higher up" that was useless. They said they were aware of it, and post in the forums. I was asking for a $5 credit just to go buy the game on Steam. They said no and BBB closed the case. I guess I'm not surprised with it being EA, they screw something up and can't give a $5 credit lol. 

@Millni6  i bought this in 2017 on ORIGIN they told me to ask steam assistance for help XD
