Overlay programs? (Afterburner's RiviaTuner, Fraps, etc)? Disable them
If not, more info on your system please.
What kind of FPS are we talking? 10~15? Sounds like it's not using your dedicated GPU (whatever that is, must be pretty darn good if it pushes BF4 Ultra 60fps stable).
