Solved how to get into town hall

It didn't look like anything special was inside from what I could see through the crack in the doorway, but at least we know for sure now.

Be careful, the wannabe rent-a-cops are on patrol over people abusing glitches that have no effect on anyone else's gameplay.

I figured that it would most likely be unlocked and used later on with a DLC. Looks like a warp gate of some sort... probably to another full map area or something.
