    Thanks for the answer, but when it comes (if it comes) just want to know why (is there a problem with Nintendo policies?) and if this is the tonic for all the season.

      I don't have info about why it's not out yet, I know that sometimes the size of the update can exceed the max. requirements, or needs approval from the third party (in this case Nintendo). I'm sure there are other plenty of reasons why an update could be delayed though!
