Card Scrabble Level 3-54

Does anyone know how to win this level? I've tried over 10 times and can't seem to get more than just two of the targets. This one seems unwinnable to be. Maybe I'm just not very strategic.

I'm having the same exact issue. Thought that I had run into another pogo glitch of some type.
