Yes, I (and others) are still experiencing this issue.

I checked "My Profile > My Rewards", and I have finally been awarded the MONOPOLY Sudoku Game Award Badge "A New Blend" (which has a "4" on it) for advancing to City #4 (the new city as of Nov 1, 2022), but I am still stuck in City #3.
I have cleared my cache and restarted my laptop, but I am still stuck in City #3.

@quietdiWR Thanks for this information, I believe we are seeing other reports of this as well. The team is aware and looking into.

I hope that once they fix this problem they refund our Monopoly Money that we had. I was over the limit for so long, now I don't think I have enough to buy city #4 again.
