With harder levels it is always a good idea to stock up on the daily freebies (don't play, just collect), you won't have to spend anything this way.
According to the official rules from the maker of Solitaire Home Story, Softgames: "Wrecking Ball: Removes all visible accessible cards." This phrasing implies that only cards which are playable (i.e., not covered, locked, or frozen) will be removed.
