Update. I've tested it out on my capital and a couple of my regions.
It might work for new players, you could design a city around these capacity issues, but it won't work for experienced players with well developed cities.
However a couple of partial solutions for you EA Lanna:
- To avoid major city redesign with Fire, Water etc. and regional service, you could add more capacity, either by increasing the total population each level can handle or by raising the number of levels.
- The biggest issue is the cost of upgrading Omega services. It is totally unaffordable, and I had (now spent) far far more omega simoleons than most players. As I said above I spent over 800,000 on getting enough water capacity in my capital city alone (population 6m). I cannot count high enough to calculate the total number of days it would take to upgrade all facilities in all regions! This requires the cost to be drastically cut and/or to be able to upgrade with normal simoleons.
These two issues jump out as bring essential, the game will be unplayable unless you resolve these. I will have no choice but to quit the game unless you fix these.
I will keep playing for now and feed back any other solutions.
