Its a bit difficult to fully understand what you are asking but I will assume you are talking about the “dirty radius” around each utility building. The game will show you that info if you tap on the nuclear utility in the game menu. Make sure you don’t place homes within this “dirty radius” if there is one, as the residents may complain.
