Paid for a bundle of the service special on EA but lost it after one use

Check your services they should be in amongst them, police, fire and health.

if they aren’t check that you did actually pay for them as sometimes it doesn’t register

I checked multiple times, restarted my app, checked on my phone & iPad separately- to no avail. I paid for it bc i bought this Thursday & it was all there. Was gonna use it in one of my cities but I ended up using it for that design challenge so I could get the prettier roads for my design entrance. So frustrating I sent an email to EA for help but haven’t heard back just yet.

Service buildings like those can only be placed once and will not go back into your inventory. They're meant to be placed in your main city - after which they are permanent where you placed them. In this case the permanent place is in DC.

Not sure EA will do anything about it, but hoping they do.
