I don't understand this new feature. Where do I find the index number or more detail about how it works? Today's announcement was a bit cryptic.
duderville - when you open a Specialiation via the Menu (e.g. Parks) there are two buttons to the right of the screen. One shows the usual Population boost from that category, and the second shows the Index view.

Thanks. I see the Index button now, and all the index numbers for my parks (and other specializations).
I see that a park that does not overlap another park has a value of zero. And some parks that DO overlap have no value (see the red circle in my screenshot). I also see that landscape specialization does not have an index button.
Now, what baffles me is how I should use this information to improve my city. I hope someone who understands this new feature will explain it. A YouTube video would be nice.

Limited time buildings don't appear to have an index value (e.g. your snowman above). Only items you can buy directly from each category are included.

I found that if I move a specialised building around, like a park, and it is toggled to the index, unless it's over a vacant space and near a residential building it will not give a value. Toggling that building to population boost gives a value. Hope we all get used to this update.
