always alarms for utilities even if they have enough capacity to fulfil demand

even if i upgrade my utilities (power, water, waste, sewage) to cover demand, there is always alert over every house. i have checked that they are all connected by road so that isn’t the problem. there is definitely something wrong&nbsp;

I have the same problem too and I ain’t got no clue how to fix it. I tried everything (remove some building. add more power etc) but it wouldn’t work I’m stuck in the game because my population won’t grow&nbsp;

Road connectivity is usually the problem but I can see that everything is connected. It seems to be a bug. It might be connected to the changes being done.&nbsp;
