Cant Attack no name city in War

In SImcity Builit,  I have encounter 3 times in the war this week with the opponent club have one or more city which have no name / blank.
This is cheat or bug ?
We can't attack their noname / blank city so that we cant knockout their club.
If we click this blank city, its will show notice "you need to be online to see this mayor's profile..."
But if we click other city with name on it, then there is no problem.

Please help fix it, thanks

    Those are cheater cities that were banned. They were removed, but unfortunately it creates an issue with war. They should just remove the city completely but I guess it could create other problems if the club only has around 10 members. The cities were removed after war started, which is why they are still there.

    It amazes me that anyone feels the need to cheat in our silly little game. I wonder if they brag about it to their friends. If so, all I can say is get a life.

    encounter another cheat club with the same style in war : [Edit - CM]

    seems the cheater club use the same nick name : [Edit - CM]

    where are the developer ? Can they fix this ?
