Captial city bug - Black Screen + Freezing

In my capital city only- every time I try to upgrade a road, add a service, or even a new building my screen goes black and it freezes. Therefore I am unable to upgrade roads, services, or pretty muc...

Hello

since 2.0 release, my capital city freeze (become black) when I stay in modification service mode. I already reinstall my city but no change. How to fix this problem because my grace period finish in 3 days. My city name is Fredodo.
