Completely different game

It seems I’m playing a different game.

me and my friend downloaded the game at the same time and are both level 6

I have access to items in the game I shouldn’t have access to. I’m only level 6 but have access to the first 3 fire stations which my friend who also plays does not have access to as they are not a high enough level even tho we are both the same.

This is the case in some other aspects like only seeing 3 types of water stations where my friend can see many more types like a saltwater plant which isn’t even seen on mine.

Also my demand for water and electricity is around 20 but my friends is like 100 and needs way more towers. It’s clear it’s just completely different games but I have no idea how (we have also both played before but made new accounts)

any help would be great
