Constant blinking/flashing in Capital City
Anything that lights up in my city is constantly flashing - not ideal for someone who suffers from epilepsy.

@mainiin Yup that's what I have endured in my Capital and Design Challenges for months, it doesn't seem to happen in any of my regions though 🤔
