Event Points Not Awarded With Simcash Purchase

For the last week, or so, when ever I have purchased discounted Simcash I receive an error code, today’s being 1905.0.999, and I don’t receive any of the listed Event Points with the purchased. I have lost out on over 5,000 Event Points. I missed out on a weekly challenge building because the Event Points didn’t come through. I tired logging in and out of Game Center and Facebook connection and it didn’t change anything. I have even restarted my iPad. I also checked if the points were there if I logged in on my phone. Who do I speak to about getting the Event Points that I am owed?????
