Expand Other Regions?

Question

I was wondering if there will ever be an update that expands the other regions by the "Capital City". I'm wondering because I've tried everything and I can't get 10 Million citizens so I can unlock Sunny Isles. And yes, I have tried everything to get 10 Million.

I too am wondering the same thing and I think that’s a good idea, Frosty Fjords would be a good one to do or Cactus Zone
