I cant access Upgradeable utilities
My friend can upgrade his utilities. Coal power plants wind mills water towers. And I cant theres not an option to upgrade. We are both at the same version of the game. Why??

I'm told it's in beta test and not fully rolled out to the wider game. This happened with the trains, when some had them and others didn't before it was fully rolled out.
