I have all regions open. Construction Car has only ever asked for Silk, none of the other regional materials. This just seems to be an incorrect assignment of Silk to Construction Car, regardless of what regions you have.
Construction Car also states it includes Car Parts store items as possible cargo, but no other regions are possible. Hence the motor oil - it's just not factoring in whether you have that region or not. Maybe by design, maybe a bug. Same will happen with Rustic Car as that includes both the Sunny Isles and Frosty Fjords regional store items.
