Meteorology Center

The Meteorology Center is a great update. I can adjust time, day/night cycle in each region independently. However, I also wanted an option to force all regions to have synchronized time, and day/night cycle. I set each regions to same time, but it will desynched overtime, especially when visiting or switching to other regions.
