Population Boost

Does anyone else experience +0 boost with some buildings?

I have recently found that a number of buildings (particularly from the Mayor's Pass) give +0 population boost even though there are plenty of homes within the boost area of the building.

Is this a bug or am I missing something?

    Any RZ can only have a max of 100% boost from a given specialisation. Any additional specialisation buildings you add after that will not give any additional boost.
