Power levels are broken

For the last several days my city shows as being out of power even though I’ve got plenty of excess capacity.  I’ve tried removing the power and rebuilding, moving building, etc. and nothing works.  I don’t have any upgrade options so don’t think I’m part of the upgrade that was announced a few weeks ago.

Help!  My Sims are yelling at me!
