I believe Regional happiness affects Capital taxes. Not sure what the logic is, but that's how it seems to work.
That is probably correct but I doubt I will be continuing to play long enough to find that out.
I've five regions to bring back up and my heart is just not in it now. My teeth can only take so much kicking 🤣
