Service demands only 1

All my buildings, even at level 6 on 6, only have a service demands of 1. I cannot upgrade any of my services building, i buy them all maxed out.

Whereas my friends struggle with electricity, water etc... As their house have a service demands of 30.

What is wrong with my game ?
