Ignore it and don't upgrade if you can.
You cannot ignore it. All the residential homes would indicate there is not enough power, water, … not enough police /health/fire/regional coverage and they go “red”. About two days after Services 2.0 are launched the happiness starts dropping, and it drops and drops, … the buildings that do not have enough services are abandoned and need to be repaired (after services are provided). As they are repaired and population grows the roads need to be upgraded, due to necessary reorganisations…, I spent about 3 millions Simoleons to keep my 3 regions green, but had to reorganize my Capital as I had not enough Simoleons for all necessary upgrades. My capital had population over 2 million prior Services 2.0, to keep my Capital green I buldozed about 15 houses, removed most effective population boosters, and it took me almost a month to get to the point that I enjoy playing again. I still have population only 1.4 millions in my Capital, I cannot place the population boosters there (yet) as I cannot afford road upgrades yet.
