Riddle me this...Why are taxes so low now?

Regions don't pay taxes so I have basically ignored them apart from one for it's trains and Omega zones. (Gotta keep them flowing right?)

However, my query is about the Capital, the only source of income from taxes. I have worked my socks off just to get it restored to something like it was BEFORE this Services 2 update nonsense, however happiness is currently at 99% but the tax income is less than a third of what it used to be with very little population loss.

Why are taxes so low now?

Answers from EA would be a good start but I will not be holding my breath while waiting for one. 🤔
