The game freezes when placing buildings

The game freezes, blacks out every time I place a building, park, landscape, etc. I've cleared the cache, made sure I have more than 10% free storage, uninstalled and reinstalled. Nothing works. Is there any fix for this. The games unplayable.

    This has been an  off and on problem in my games for months.  Now, in my baby city, it is chronic.  Can’t update any services in my Capital.  Was able to fix 2 regional but am now broke.
