Why is this happening to me?

Two days ago, a sudden surge in service demands (electricity, garbage, etc.) caused all residents to leave, leaving only 26 people. I'm level 14 and have built a city with over 70,000 residents, but I haven't received any answers as to why this is happening.

I've upgraded way beyond what's required, but to no avail.
